Abstrak
The halal industry significantly contributes to Malaysia‟s economy, with small and micro enterprises (SMicroEs) playing a key role. While halal certification is essential for market trust and competitiveness, many SMicroEs face challenges in meeting certification requirements due to limited resources and readiness. However, empirical data on their actual readiness remains limited. This study examines the halal compliance readiness of SMicroEs in Malaysia,
focusing on six essential dimensions derived from the Malaysian Halal Certification Procedure Manual (MPPHM) Domestic 2020. A quantitative approach was employed, using descriptive analysis of survey data collected from halal training participants among food manufacturers. The findings reveal that small and micro food enterprises (SMicroEs) in Malaysia exhibit a consistently high level of readiness for halal standard compliance across all key domains. The highest levels of readiness are observed in areas related to equipment hygiene, premises management, and raw material control. However, relatively lower scores and higher variability are noted in documentation practices, particularly in maintaining halal files, preparing internal halal control manuals, and traceability records. These insights suggest the need for more targeted support in strengthening administrative and record-keeping capacities despite the overall high compliance orientation. This study contributes to the halal certification literature by identifying critical readiness gaps and offering insights for policymakers to design more targeted interventions, enhanced training content, and regulatory support mechanisms to assist SMicroEs in achieving comprehensive halal compliance.
